Fremont Public Schools Bond Issue 

Bond Issue Update

 

Fremont, Neb. – (Aug. 16, 2022)  Fremont Public Schools continues to move forward with plans for the $123 million bond issue that was passed by citizens in September 2021. FPS meets with the BVH Design Team weekly, updating the Board of Education monthly, and updating the Board of Education Facilities Committee monthly. 

 

High School/CTE Project Update:

The geothermal wellfield installation work is currently underway at the High School and is scheduled to continue through fall of this year. The Al Bahe gym bleacher replacement has an anticipated replacement timeframe of Spring 2023. An early site package for various exterior improvements will be submitted to Hausmann Construction for bidding at the end of August.  The project team will also be reviewing the updated estimate this month to confirm the anticipated overall project scope and costs for the High School and CTE Facility. The design team will continue to develop the drawings through October when final construction documents will be completed and initial exterior site construction is scheduled to commence.

 

Washington, Howard, and Clarmar Elementary Project Update: 

Construction documents are completed and planning to go to bid mid August with a bid date of September 1st. Interested bidders have been contacted. A pre-bid meeting is scheduled for August 17th followed up with a site walk of Washington and Howard to familiarize the bidders with the two sites. 

 

Milliken Park Elementary Project Update: 

Phase 1 Construction is underway. The geothermal well field has been completed. Cheever Construction has created temporary walls at the interior to separate the phase 1 work areas from the rest of the building. The demolition of the existing Classrooms in the phase 1 area has been completed. Interior trenching to accommodate Mechanical and Electrical work for phase 1 have been completed. Construction will extend through December 2023 over multiple phases allowing use of the building during construction.

 

Lenihan Learning Center Project Update: 

The project was bid on July 22nd. A contract with DR Anderson Constructors was approved by the Board of Education on July 26th. A pre-construction meeting was held on-site on August 4th. Ths contractor is proceeding with the construction of temporary classroom space in the Main Street – East Meeting Room. Construction within the Lenihan building will begin in August. The overall project is expected to be complete in July 2023.

 

Bell Field Elementary Project Update: 

Elkhorn West Construction has started work on the Phase 1 roof repair project which will be completed in August 2022. Scope and budget verification work is underway in preparation for the Phase 2 interior work. Design work for the Phase 2 interior work will take place during the fall of 2022 for Bidding in December 2022 or January 2023. Interior construction is scheduled to begin in May-June of 2023.

 

Linden Elementary Project Update: 

Scope, and Budget verification work is underway. Design work is starting in August 2022 in anticipation of Bidding in January-February of 2023. Construction is scheduled to begin in May-June of 2023.

 

Johnson Crossing Academic Center Project Update: 

Scope and budget verification work is underway. Design work is starting in August 2022 in anticipation of Bidding in January-February of 2023. Construction is scheduled to begin in May-June of 2023.

 

The projects continue to develop,” stated Dr. Brad Dahl, associate superintendent. “The volatility in the construction market continues to be a challenge for our team as plans are developed, priced out and ultimately bid.”

Fremont Public Schools Facility Update 

Bond Issue & Other Projects

 

Fremont, Neb. – (Jul. 15, 2022)  If you have driven through the community this summer you may have noticed some work taking place at several Fremont Public Schools facilities. 

 

Fremont Public Schools continues to move forward with planning and have commenced several projects identified during the $123 million bond issue that was passed by citizens in September 2021. FPS is also working on other exciting projects such as a new track and turfed football field at Fremont Middle School and several Federally funded indoor air quality projects.

 

Milliken Park Elementary Project Update: 

Geothermal Well drilling has started on the City owned ball field and will be completed by early August 2022.  Construction has begun on the interior indoor air quality / safety and security project and will extend through December 2023 over multiple phases.  This project will provide for a relocated office with a secured main entrance and walls / doors in the classrooms for the first time since the building was opened in 1978.  This is an ESSER’s Federal grant funded project.

 

High School/CTE Project Update:

The Geothermal Wellfield work will begin in late July/early August.  A bid package for the replacement of the Al Bahe gym bleachers has been awarded to Carroll Seating. Bleachers will be replaced in the spring of 2023 and completed prior to the fall 2023 sports season. The design team will continue to develop the drawings through October where the final design is still on schedule to be completed. The CTE Center construction is scheduled to be completed in Summer 2024 with the entire High School project completed in Summer 2025.  Hausmann Construction of Lincoln was awarded the Construction Manager contract and continues to solicit pricing from local and regional contractors to complete the work. 

 

Washington, Howard, and Clarmar Elementary Project Update:

Design and coordination of structural, mechanical, electrical and plumbing and architectural systems is ongoing. Detail design work on the interior finishes, casework, and kitchen area is underway. Development of options for the new Clarmar site have been evaluated and are being adjusted with feedback from FPS and the site owner. The three new elementary buildings are scheduled to be completed in Summer 2024.

 

Lenihan Indoor Air Quality Project Update: 

Project bids are due July 22 at 9:00 am and a special Board of Education Meeting is scheduled for July 26 to award a contract.  This is an ESSER’s Federal grant funded project.  Construction is expected to begin in August 2022 and extend into next year, 2023.

 

Bell Field Elementary Project Update: 

The roof repair package bids were received on April 28. Elkhorn West Construction has begun work on the project which will be completed in August. Scope and budget verification work is in progress in preparation for the interior design work to begin in the fall/winter of 2022-23 for bidding in the spring of 2023. Interior construction is scheduled to begin in the summer of 2023.

 

Linden Elementary / Johnson Crossing Academic Center Projects Update: 

Site Survey work has been completed. Design work is scheduled to begin later this month.

 

Fremont Middle School:

A new track and artificial turf football field is being built at the Middle School.  Nemaha Sports Construction is the general contractor.  Sawyer Construction of Fremont is contracted by Nemaha for the site work which began two weeks ago.  Sawyer has been on site and preparing the ground previously occupied by two practice fields for the construction of the new football field and track facility.  This project was identified as a need by the citizens committee and is being funded with non-bond issue District funds.

 

“It’s exciting to see work happening throughout the community,” stated Todd Hansen, Metropolitan Community College executive director, student services and Board of Education Facilities Committee Member.  “A lot of work has gone into the planning leading up to these projects commencing – work continues between the school district and Metropolitan Community College on planning for the new Career Technical Education Center.”

 

“The planning for the new / renovated facilities honoring the three tenets of the bond issue: Improved Learning Environments, Safety and Security improvements and Creating Operational and Energy Efficiencies continues,” shared Jon Ludvigsen, Board of Education Facilities Committee Member. “The students and our community will benefit from these improvements and enhancements for years to come.”

 

As the CTE Center at the High School and the three new elementary replacement building projects are commenced, community ground breaking ceremonies will be planned and announced. 

 

Sandi Proskovec, Board of Education Chair and member of the facilities committee stated, “We appreciate the efforts of those involved to bring the projects and planning to fruition, summer is typically a time to refresh and prepare for the upcoming school year – this year many have been engaged in this important work and their efforts are being recognized.”

FPS meets with the BVH Design Team weekly, updating the Board of Education monthly, and updating the Board of Education Facilities Committee monthly. 

 

High School/CTE Project Update:

Bids were received for the Geothermal Wellfield scope and were under the original budget. This work has been approved by the Board of Education and work will begin in early July on-site.  A bid package for the replacement of the Al Bahe gym bleachers also will go out to bid over the next couple weeks with an anticipated replacement timeframe of Spring 2023. The project team is also working towards the Design Development submittal which will be submitted to Hausmann Construction in late June who will complete an updated estimate to confirm the anticipated overall project scope for the High School and CTE Center.  The design team will continue to develop the drawings through October where the final design is still on schedule to be completed. The CTE Center construction is scheduled to be completed in Summer 2024.

Bids were received and approved in May 2022. The project was within the established budget. A Notice of Award has been issued to Cheever Construction. The contract with Cheever Construction is being prepared.  Construction is expected to start in July 2022 and extend through December 2023 over multiple phases.

 

Lenihan Learning Center Project Update: 

Construction Documents are complete. The project is out to bid. Bids are due June 30th, with anticipated Board approval on July 11th. Construction is expected to begin in August 2022 and extend into next year, 2023.

 

Bell Field Elementary Project Update: 

The roof repair package bids were received on April 28. The Contract with Elkhorn West Construction is being prepared. Construction on the roof repair project will begin in June or July 2022. Scope and budget verification work is in progress in preparation for the interior design work to begin in the fall/winter of 2022-23 for bidding in the spring of 2023. Interior construction is scheduled to begin in the summer of 2023.

Fremont, Neb. – (May 16, 2022)  Fremont Public Schools continues to move forward with plans for the $123 million bond issue that was passed by citizens in September 2021. FPS meets with the BVH Design Team weekly, updating the Board of Education monthly, and updating the Board of Education Facilities Committee monthly. 

 

High School / CTE Project Update:

Continued analysis of the costs for the project are being reviewed by the design team, contractor, and the school district to determine the final scope elements of the projects.  Geotechnical services have started this month on-site and the geothermal well field is currently out to bid with this work anticipated to begin this summer. The design and coordination work is continuing and the development of the structural, mechanical, electrical and plumbing systems will continue through October when the final design is scheduled to be completed.

Design and coordination of structural, mechanical, electrical, plumbing and architectural systems are ongoing. Detail design work on the interior finishes, casework and kitchen area is underway. Fremont, Neb. – (Apr. 20, 2022)  Fremont Public Schools continues to move forward with plans for the $123 million bond issue that was passed by citizens in September 2021. FPS meets with the BVH Design Team weekly, updating the Board of Education monthly, and updating the Board of Education Facilities Committee monthly. 

 

High School / CTE Project Update: 

The High School Renovation and CTE project schematic design has been completed and Hausmann Construction has compiled an initial pricing estimate of the costs and schedule for the various parts of the proposed project based on that submittal.  The design team and Hausmann are going through a deep analysis of the pricing of the initial design elements.  Also, requests for proposals for geotechnical services were received and TD2 has been selected to provide those required services starting this month. The design work is on schedule and will continue through October with the early site/geothermal construction work beginning after school is out.

 

Washington, Howard, and Clarmar Elementary Project Update: 

Design and coordination of structural, mechanical, electrical and plumbing and architectural systems is ongoing. Detail design work on casework and interior finishes is underway. Development of options for the new elementary site have been evaluated and it is being adjusted with feedback from FPS and the site owner.

Construction documents have been completed and include the final design, details, and building systems for general contractor bidding. Bids are requested to be delivered on May 5th.   Construction is expected to start in Summer 2022 and extend through next year, 2023 over multiple phases.

Design development document package has been completed.  Refinement of scope, details, and building systems will continue through the finalization of the construction documents in May.  Bidding will be completed in June, with construction expected to start this summer and extend into next year, 2023.

The roof repair package is out to bid with bids requested by April 28. Program, scope, and budget verification work is in progress in preparation for design work to begin for the interior work in the Spring of 2022.

Bond Funding Update:

Fremont Public Schools working with DA Davidson issued $92 million of the $123 million the voters approved last September on March 17.  Due to the favorable bond market and the confirmation of the District’s A+ bond rating the bonds were sold at a 3.31% interest rate.  The bond proceeds were forwarded to the school district on March 31.  The remaining bonds will be sold at a later date.

Fremont, Neb. – (Mar. 24, 2022)  Fremont Public Schools continues to move forward with plans for the $123 million bond issue that was passed by citizens in September 2021. FPS meets with the BVH Design Team weekly, updating the Board of Education monthly, and updating the Board of Education Facilities Committee monthly. 

 

High School / CTE Project Update:

The schematic design submittals for both the High School Renovation and CTE project has been completed and Hausmann Construction is currently pulling together initial pricing estimate costs for the proposed work. The initial test wells for the proposed geothermal system have been drilled at the High School campus and are currently being analyzed.  Also, a request for proposals for geotechnical services has been sent out with that work anticipated to start late March/Early April.   Meetings and discussions with staff will continue to take place during the design development phase through June. The design work is on schedule and will continue through October with the early site construction beginning once school is out in May 2022.

 

Washington, Howard, and Clarmar Elementary Project Update:

Fremont Public Schools Bond Issue 

Bond Issue Update

 

Fremont, Neb. – (Jan. 18, 2022)  Fremont Public Schools is continuing to meet with the BVH Design Team twice weekly, updating the Board of Education monthly, and updating the Board of Education Facilities Committee monthly. BVH and FPS representatives are meeting with Kevin Kavan, FPS District Security Coordinator. to discuss safety and security measures that will be implemented into the building Plans. Staff engagement meetings are being scheduled as each of the projects comes online. “Safety and security are at the forefront of all design decisions. This was important to our citizens’ committee and the Fremont community during the passage of the bond issue,” stated Brad Dahl, associate superintendent. 

 

High School / CTE Project Update:

Schematic Design has been continuing on both the High School Renovation and the CTE addition project. The master plan for the campus has also been identified with a clear direction moving forward. Several floor plan options for the renovation and new CTE addition have been reviewed with the administration and staff. Initial massing options of the exterior portions of the building and entrances have also been presented.  

 

Faculty meetings were held to review initial design concepts and gain approval and direction from those who will ultimately be using the new learning spaces being provided at the High School and CTE.  Initial building security discussions have also been conducted with Kevin Kavan, FPS Security Coordinator. The initial schematic design work will continue through February with the full design still on track to be completed in October 2022.  Initial early site construction is set to begin in May 2022 once school is out for the summer break. 

 

Washington, Howard, and Clarmar Elementary Project Update:

Design adjustments have been made from comments received during multiple reviews with the building committee. The preferred plan design has been tested with the completed site surveys of Howard and Washington. The floor plan design has been presented to the staff of Washington, Howard and Clarmar and a more in-depth review of the plan will be presented to elementary staff on Monday, January 17. Design for mechanical and electrical systems are underway and being integrated into the floor plan and overall design. Options for the site layout and specific location of the new Clarmar Elementary School have been explored and are being discussed further with a local land owner/developer.  

 

Milliken Park Elementary Project Update:

The Design Team has presented the conceptual Floor Plans to the Staff. Staff input and feedback received at the presentation are being implemented. Easement documents have been prepared for the Geothermal Well Field area to be located to the south of the building and were brought to the Fremont City Council for approval in January. Schematic Design documentation was completed and issued for a Cost Estimate. A scope and budget reconciliation process will take place once the estimate is completed. Design work will continue through the winter months in preparation for bidding in Spring 2022.

 

Lenihan Learning Center Project Update:

Program, Scope, and Budget verification work is ongoing. Schematic Design documents will be completed in January and issued for a Cost Estimate. The Schematic Design Cost Estimate will be completed in early February and will be followed by a Scope and Budget reconciliation process during the month of February. Design work will continue through the winter months in preparation for bidding in Spring 2022.

Fremont and Lincoln Public Schools Joint Statement Regarding Lincoln High vs Fremont Basketball Game

FOR IMMEDIATE RELEASE

When it comes to student discipline, our schools follow our established protocols and policies in protecting student privacy. In accordance with privacy laws, we do not publicly release results of student discipline. We are, however, releasing information today to correct a misrepresentation that is circulating on social media about the timeline of events and the responses of the administration of Fremont High, Fremont Public Schools, Lincoln High and Lincoln Public Schools following an altercation between students of both high schools.

On Friday, Feb. 7, 2020 Lincoln High School girls and boys basketball teams traveled to Fremont for competition. It was reported by Lincoln High students there were racially insensitive comments made before and during the girls’ varsity game. Through our ongoing investigation we have learned there were interactions between a Fremont student and the girls’ varsity team. After the game, several Lincoln High students approached the Fremont student section and a confrontation occurred which included a Lincoln High student striking a Fremont student. Below is a timeline of events following the competition:

FRIDAY, FEB. 7

  • Lincoln High and Fremont High administrators begin conversations about reports of events that unfolded during and after competition. Both schools agree to begin investigating and share their findings.

SATURDAY, FEB. 8

  • Lincoln High administration meets with the team to discuss what happened.
  • Fremont High principal apologizes to Lincoln High principal.
  • Investigation continues through conversations with individuals involved including student-athletes, students, school staff, a game official, fans and parents to determine what occurred.

MONDAY, FEB. 10

  • Through the investigation, Lincoln High and Fremont High administration determine there were different singular instances of inappropriate behavior by individuals at the event. Each school followed their student discipline policies in addressing the behaviors by the individuals.
  • Lincoln High and Fremont High staff collaborate on opportunities to move the dialogue forward and foster learning between the two schools.
  • NSAA is contacted by both schools to report findings.
  • Fremont High boys freshman and reserve teams play at Lincoln High without a reported incident.

TUESDAY, FEB. 11

  • Lincoln High School girls reserve basketball team plays at Fremont High without a reported incident.

THURSDAY, FEB. 13

  • LHS girls team receives letters written by FHS girls team.

MONDAY, FEB. 17

  • LPS administrators attend LHS team dinner to demonstrate support for the team and explain how these issues are addressed.

Through our conversations we have found what happened on Friday, Feb. 7 in Fremont is the result of extreme actions by a few individuals. The inappropriate behaviors of those individuals have been addressed by their respective schools.  These behaviors do not reflect the values and beliefs of either school district.

High school sports teaches important life skills that include teamwork, leadership, positive social interactions and behaviors, character development, respect, integrity, fairness and sportsmanship. These are lessons for not only the student-athletes that compete, but also the student-spectators and the communities involved.

The Nebraska School Activities Association, Lincoln Public Schools and Fremont Public Schools remind all coaches, officials, students, parents and spectators that every person has an important role to play in positively contributing to an athletic competition. We stand together to emphasize that unsportsmanlike conduct will not be tolerated under any circumstance. This includes fighting, physical intimidation, verbal abuse, racial or ethnic slurs, harassment, inappropriate comments or derogatory actions.

Every school takes great pride supporting their athletic teams and we have a duty to represent our communities with the utmost integrity. We agree that opponents are guests and should be treated as such. Disrespectful behavior toward any person – home or away – will not be tolerated. Any person found to violate NSAA bylaws and school policy will be held accountable and face the appropriate consequences, including but not limited to removal and being banned from contests to team forfeiture of contests.
